Andreia Candeias Mousinho is a partner in the public law practice at PLMJ. With 20 years’ experience, she specialises in town and country planning and environmental law (in particular, EIA procedures and the use

João has authored numerous papers and articles and has frequently been invited to lecture on energy and regulatory law. Raquel Freitas is a senior counsel in the public law practice at PLMJ and has over 30 years’ experience as a lawyer. She focuses on administrative law and especially environmental law, as well as public procurement. Raquel advises Portuguese and international clients from various industries – in particular, paper pulp, packaging production, healthcare, the chemical industry and mass catering. She also has extensive experience in environmental issues related to the energy sector. Raquel has completed several postgraduate courses and is a lecturer on public procurement and an Introduction to Environmental Law at the Faculty of Law of Universidade Católica Portuguesa (Porto). She was previously with the public law practice of Cuatrecasas.

Diogo Duarte Campos is the partner who heads PLMJ’s public law practice. He has more than 20 years’ experience, particularly in the areas of administrative law, public contracts, public procurement and construction.

His experience also includes litigation in the state courts and arbitration, both as a lawyer and as an arbitrator. He has experience in the construction, transport, real estate, water and sanitation, and energy sectors. In Portugal, Diogo has worked on some of the largest public tenders, as well as construction, concession, privatisation and public- private partnership projects. He regularly advises concessionaires, promoters and financiers.
