David B. Horner focuses on public- private partnerships involving the acquisition, financing, maintenance and development of infrastructure in the United States. He serves as the global head of Hunton Andrews Kurth’s Public-Private Partnership and Infrastructure practice. Prior to returning to private practice in 2009, David served as the Chief Counsel of the Federal Transit Administration and Deputy Assistant Secretary for Policy at the US Department of Trans - portation. In July 2025, David was appointed by US Secretary of Transportation Sean P. Duffy to serve on the US Department of Transportation Advisory Board.

Andrej routinely represents financial sponsors, lenders and governments in innovative projects, particularly traditional and progressive public-private partnerships and other alternative delivery models. He has experience in both capital markets and bank finance, and regularly advises on projects with public financing support, including private activity bonds, TIFIA loans, and state and federal grants.
Ryan Pedraza assists clients with development and financing of infra - structure projects. Ryan advises public agencies, developers, investors and lenders on the development and financ - ing of large-scale infrastructure projects
across a variety of sectors, including transportation. He has experience with alternative project delivery and all phases of public-private partnership (P3s), from pro - ject planning and procurement, to negotiation and administration of project agreements, and has been involved with marquee P3s throughout the United States. Ryan joined Hunton Andrews Kurth following a career in the public sector, serving in the Virginia Office of the Attorney General and as a programme manager in the Virginia Office of Public-Private Partnerships.
