Antonia Horrocks is a consultant at Webb Henderson bringing over 25 years’ experience as a dual-qualified New Zealand and UK competition law specialist. She combines deep private practice and regulatory insight, having advised on global mergers, cartel cases and market investigations at leading firms in London and Brussels. At the UK Competition Commission and CMA, she led complex merger and enforcement cases. She returned to New Zealand as the General Manager of the Competition Branch at the NZCC from 2016 to 2024, overseeing competition enforcement, mergers and major legislative reform including cartel criminalisation, a new market power test and market studies.

Victoria Fowler is counsel at Webb Henderson specialising in regulatory litigation and competition and consumer law, with a strong focus on NZCC matters. She is recognised for guiding clients through complex

regulatory engagements, combining strategic insight with robust advocacy to deliver effective outcomes. Victoria advises across a broad range of competition, regulatory and consumer issues, including high-profile proceedings, investigations and enforcement actions. Victoria is valued for her ability to navigate challenging interactions with regulators, ensuring clients’ interests are protected in both contentious and advisory contexts.
