Cirio Advokatbyrå AB is one of Sweden’s lead - ing business law firms, originally founded in 1918 and based in Stockholm, with 160 employees. The firm’s transactional departments – spanning M&A, banking and finance, private equity and venture capital, real estate, and energy and infra -
structure – comprise more than 60 lawyers, enabling close integration between transactional, regulatory and competition advice. Cirio’s competition law and public procurement practice is a well-established team within the firm and highly regarded in the mar - ket. The team comprises eight lawyers, including two partners, and combines deep legal expertise with strong commercial understanding, supporting clients in complex regulatory matters, merger control, inves - tigations and public procurement processes. Christian Wennergren is an associate and member of Cirio’s competition law and state aid group, and mainly works with competition law, state aid, foreign direct investments, and public procurement. Prior to joining Cirio, he gained experience at the Swedish Competition Authority and the Swedish Patent and Market Court, which gave him valuable insight to the regulatory and judicial processes that underpin Swedish competition law enforcement.

Ulrica Salomon is head of Cirio’s competition law and state aid group. She has broad experience of all aspects of competition law, including abuse of dominant position, anti- competitive behaviour, merger control
and state aid. She also has a solid background in the legal aspects of procurement. Ulrica regularly acts for clients in court disputes and in their dealings with public authorities. Ulrica is also a member of Cirio’s group for compliance and corporate investigations, and regularly assists clients with issues relating to anti-corruption and other aspects of compliance/liability. Ulrica is also head of Cirio’s team, assisting clients with foreign direct investments (FDI).
Matteus Romare is an associate and a member of Cirio’s competition law and state aid group and public procurement group. He has experience in various aspects of competition law and public
procurement law. Matteus also assists clients in matters relating to foreign direct investment (FDI).
Johanna Elveland is a managing associate and a member of Cirio’s competition law and state aid group. Johanna has extensive competition law experience and has worked at the Swedish Competition Authority’s legal
and litigation unit. Johanna has experience in all aspects of competition law, including merger control, abuse of dominance, and cartels. She also has experience from working with Unfair Trading Practices (UTP) and state aid matters. Johanna also assists clients in matters relating to foreign direct investment (FDI).
