MONACO Trends and Developments Contributed by: Donald Manasse, Donald Manasse Law Offices
Conclusion Despite regulatory pressures, Monaco’s core econom - ic pillars remain robust. Data from the Monegasque Institute of Statistics and Economic Studies (IMSEE) shows steady economic performance, and recorded over 6.7 million visitor days (defined as non-residents present for at least two hours in a single day over a succession of days). Luxury tourism, business con - ferences and major international events such as the Formula 1 Grand Prix, the ATP Tournament and the Monaco Yacht Show continue to generate high ser - vice sector revenue. Despite government efforts to manage sectors con - sidered “over-represented”, the administration regu - larly approves new yachting, maritime management and charter enterprises. Port Hercule and the Port of Fontvieille remain world capitals for superyacht administration, construction brokerage and crew management. Monaco’s financial sector comprises nearly 100 regulated private banks, credit institutions and portfolio management companies. The sector operates under the triple regulatory oversight of:
• the Commission de Contrôle des Activités Finan- cières (CCAF), which regulates investment activi - ties, portfolio management and financial advice; • the AMSF, which oversees anti-money laundering compliance and systemic risk mitigation; and • the Direction du Développement Economique (DDE), which monitors the company registry, the register of beneficial owners, and compliance with the obligations of all businesses authorised in Monaco. Monaco maintains its prosperity by balancing its national advantages with international legal stand - ards. By upgrading its financial supervisory bodies and strengthening anti-money laundering controls, the principality aims to exit the FATF grey list while pro - tecting its position as a global financial hub. Through these adaptations, Monaco advances the core gov - ernance values established by Prince Albert II upon his accession more than 20 years ago: loyalty, clarity, transparency and professionalism.
