Introduction Over the past year, the intellectual property (IP) land - scape in Ukraine has continued to evolve rapidly, driv - en by ongoing legislative reforms, EU harmonisation initiatives and the broader push towards digital trans - formation. Despite the significant challenges caused by the ongoing war, the IP system has shown remark - able resilience, maintaining core functions, expanding services and demonstrating adaptability in both the creative and innovation sectors. Ukraine’s efforts are increasingly evaluated by the EU not only through the lens of legislative alignment but also by assessing practical implementation, enforce - ment quality and operational effectiveness. As high - lighted by officials at the Ukrainian National Office of Intellectual Property and Innovations (UANIPIO/NIPO), progress has been made in harmonising national laws with the EU acquis, advancing digital infrastructure for IP registration and management, and strengthening the institutional framework for IP protection. Statistics and Market Trends In 2025, the IP system in Ukraine demonstrated continued development, reflecting the dedication of national institutions, rights-holders and profession - als to maintaining and advancing IP protection even under challenging circumstances. Based on statisti - cal data and official publications of the Ukrainian IP Office, several key indicators and trends can be high - lighted. National filings The number of national IP filings increased in 2025, reflecting renewed activity in both the business and creative sectors. In the first quarter of 2025, a total of 7,241 applications were filed, and the total number of registrations increased by 16.7% (5,635) compared with the same period last year. Trade mark registra - tions have shown consistent growth since 2023, with 4,244 trade marks registered in Q1 2025, represent - ing a 23.2% increase compared with the same period last year. Similar upward trends are also observed in copyright registrations. International filings Positive trends were observed in 2025 for Madrid System filings, with a slight decrease in Hague Sys -
tem usage. Compared with Q1 2024, Madrid System filings increased to 1,388 applications, up 10.3%, signalling growing interest among Ukrainian rights- holders in securing protection abroad. TMview integration Over 600,000 Ukrainian trade marks are now acces - sible in TMview, with a Ukrainian-language interface facilitating use by domestic applicants. Plans for inte - gration with DesignView in 2026 will deepen alignment with EU digital IP infrastructure. Sectoral innovation The start-up ecosystem in Ukraine has increasingly shifted towards dual-use technologies, with a strong focus on defence solutions, unmanned systems (including drones), cybersecurity, medical technolo - gies, agricultural innovation, and the IT sector more broadly. This shift reflects both wartime needs and long-term strategic priorities, as start-ups respond to security challenges while continuing to develop scalable, innovation-driven solutions with civilian and commercial applications. Creative sector The digital music market has expanded since the start of the war, opening new opportunities for local musi - cians. IP support programmes An important tool for encouraging IP filings has been regional programmes that reimburse the costs of IP registration. A notable example is the pilot project launched by the Kyiv Regional Military Administra - tion to cover registration expenses, which has been extended into the following year. Lviv has now imple - mented a similar initiative, with plans to scale the programme nationwide. These measures provide a tangible incentive for SMEs to secure IP rights. Professional capacity In 2025, Ukraine held its first professional accredita - tion of patent and trade mark attorneys since 2016, marking a significant milestone in the development of the IP profession. This accreditation, together with ongoing training programmes for patent attorneys and IP representatives, has strengthened professional expertise, improved the quality of applications, and
