10. Additional Maritime or Shipping Issues 10.1 Other Jurisdiction-Specific Shipping and Maritime Issues The government of Japan has formulated and pub - lished a roadmap for revitalising the shipbuilding industry that aims to double domestic shipbuilding capacity by 2035 and to regain a 20% share of the global market. The roadmap sets out policy measures including: • strengthening shipbuilding systems; • securing and developing shipbuilding talent; • driving a game-changing transition through decar - bonisation; • securing stable demand; and • partnering with like-minded countries and the Global South.
It calls for mobilising public–private investment to the order of JPY1 trillion. Meanwhile, in January 2026, Imabari Shipbuilding Co, Ltd acquired additional shares of Japan Marine United Corporation to strengthen the international competi - tiveness of Japan’s shipbuilding industry and made JMU a consolidated subsidiary. Taken together, these steps are expected to further enhance the international competitiveness of Japan’s shipbuilding sector, which in turn is anticipated to stimulate greater activity across related maritime industries in Japan, including ship-ownership, ship - building, finance, and marine insurance.
