10. Additional Maritime or Shipping Issues 10.1 Other Jurisdiction-Specific Shipping and Maritime Issues In Sweden, maritime and transport law are gener - ally considered to be rather particular and somewhat inaccessible legal regimes, and are typically not well known to, or practised by, the average lawyer.
9.4 International Conflict Recent geopolitical developments, as well as expe - riences related to the COVID-19 pandemic, have prompted the Swedish government to take several steps towards strengthening Swedish shipping (see 8.1 Exemptions or Tax Reliefs on the Income of a Ship-Owner’s Companies ). Furthermore, the war in Ukraine has had a significant impact on Swedish ship - ping (see 9.3 Trade Sanctions ). One major topic at the time of writing is how Sweden and other Baltic states should react to Russia’s so- called shadow fleet, which comprises poorly insured tankers that also apparently conduct sabotage opera - tions against sea-bed infrastructure. Approximately 90 of these vessels are estimated to leave Russian ports in the Baltic Sea every month, laden with Russian oil, transiting the Gulf of Finland, Danish Straits and the English Channel. During 2025, the Baltic states took several steps to enhance inspections regarding, for example, the certificates of insurance for these ves - sels.
