Houda Law Firm was founded in 1977 in Da - kar, Senegal, and consists of a 70-person staff – half of whom are specialised and highly quali - fied lawyers and legal advisers working to as - sist clients (such as private companies, public entities and individuals) with all their legal needs in Senegal and the West African Economic and Monetary Union (WAEMU) member states. The
firm opened a branch in Abidjan, Côte d’Ivoire, in 2018, which made it the first foreign law firm from the WAEMU region to be established in the country. The team works on matters related to company incorporation, investment, employ - ment law, taxation, business litigation, and ar - bitration. Houda Law Firm was certified in Sep - tember 2020 (ISO 9000-2015).

Chadi Safieddine joined Houda Law Firm in December 2021, where he works as corporate senior legal counsel. Chadi previously worked in a law firm specialised in business law and
in Côte d’Ivoire since 2018, he has recognised expertise in the field of finance, including the financing of major infrastructure, energy and mining projects. A mediator and arbitrator in OHADA business law, Khaled is registered as an arbitrator at Abidjan’s Common Court of Justice and Arbitration and Dakar’s Center for Arbitration, Mediation and Conciliation. He is also affiliated with a number of professional associations, such as the Chamber of Mines of Senegal and the Moroccan Investor Club in Senegal.

He has also been in charge of drafting legal opinions and legal consultations in the context of legal advisory missions and assists the team in litigation procedures.
Dieudonné Désiré Diouf joined Houda Law Firm as legal counsel in 2025. He is specialised in private law and the extractive sector, with particular expertise in Senegalese law.
