Significant legislative innovations in recent years continuing to impact the real estate market in 2025 In recent years, the Brazilian real estate market has been impacted by several legislative innova - tions aimed at modernising and optimising the sector. The key changes that will continue to influence the market in 2025 and in subsequent years are as follows. Minha Casa, Minha Vida Minha Casa, Minha Vida is a federal housing pro - gramme in Brazil. It was created in March 2009 and facilitates housing credit for low-income families. In July 2023, the programme was modi - fied with the publication of Law No 14.620/2023, with the aim of increasing the number of ben - eficiaries. Further changes to the programme were pro - posed earlier in 2025 to expand its reach and benefit a larger number of families. The main changes include: • expansion of income brackets: the federal government is considering expanding the Minha Casa, Minha Vida programme to include individuals with a monthly income of up to BRL12,000. The country’s largest housing finance programme currently serves families with earnings of up to BRL8,000 per month; and • increased budget: the government increased the programme’s budget to BRL18 billion, reinforcing its commitment to popular hous - ing and ensuring sufficient resources to meet the growing demand. These proposed changes reflect the govern - ment’s ongoing efforts to promote inclusive housing policies tailored to the needs of the Brazilian population.

Changes to the Public Registry Law and the Electronic Public Registry System (SERP) Law No. 14.382/2022 of 27 June 2022, intro - duced several significant changes to Law No. 6.015/1973 (the Public Registry Law). The chang - es included the establishment of the Electronic Public Registry System (SERP), which allows: • the electronic registration of acts and legal transactions; • interconnection between public registry offices; • interoperability of databases between registry offices and the SERP; • remote service for users via the internet; • the electronic sending and receiving of docu - ments, issuance of certificates and central - ised distribution to the competent registry offices; • electronic viewing of registered acts; • digital exchange of documents and informa - tion between offices; • electronic storage of documents to support registrations; and • public consultations and other services to simplify registry procedures. These changes aim to streamline and expedite the property registration processes in the coun - try, promoting greater efficiency and legal secu - rity in real estate transactions. Changes to the Real Estate Development and Condominium Law Law No. 14.382/2022, of 27 June 2022, intro - duced significant changes to Law No. 4.591/1964 (the Real Estate Development and Condominium Law). The changes aimed to enhance legal secu - rity and transparency in real estate transactions. One of the main changes was the inclusion of provisions regulating the use of the affected
