Haller Lomax LLP was established in October 2017, with teams located in Astana and Almaty. Since 2018, the firm has assisted the Ministry of Environment and Natural Resources of the Republic of Kazakhstan (MENR) in reforming the environmental
regulation system in Kazakhstan, including the draft- ing of the new Environmental Code adopted in 2021, as well as related laws and subsidiary legislation. The firm has also advised the MENR on the amend- ments to the environmental regulations (since 2022) and advised Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) and the MENR on the Strategy for Achieving Carbon Neutrality by 2060.

His recent experience includes representation of prominent petrochemicals company in cross-border merger and acquisition deals, as well as representation of company in administrative court on environmental violation disputes.
Lidiya Sayenko is a paralegal at Haller Lomax, practising in the fields of energy and natural resources and environmental protection. Her previous experience includes employment at the AIFC Court and
International Arbitration Centre, where she worked in the Case Management Department and contributed to the development of institutional compliance and policy frameworks. Lidiya holds a Master of Law specialising in WTO and international environmental law.
