Jessica McKenney earned a JD/MA in international affairs from the Washington College of Law at American University with a focus on human rights. Jessica clerked for the Honourable Kathleen Mackay at the
Albert Bryan Jr. from 2018 through 2022. David is admitted to practise law in the USVI and the Third Circuit Court of Appeals. David serves in a business advisory role to Marjorie Rawls Roberts PC.
Superior Court of the Virgin Islands and was legal counsel for the Virgin Department of Planning and Nature Resources’ Division of Coastal Zone Management. She is admitted to practise law in the USVI and the District of Columbia, and before the US Tax Court. Jessica assists Marjorie Rawls Roberts PC in tax and business matters.
Duncan J. J. Kessler graduated from UC Berkeley on the Dean’s List with BAs in Latin and political science with an international relations sub-focus and a specialty focus on political violence. He received his JD summa
cum laude from Washington College of Law at American University and is a member of the Order of the Coif. He clerked for four years for the Honourable Denise Francois at the Superior Court of the Virgin Islands and interned at the D.C. Superior Court. He was a paralegal for three years at the immigration firm The Law Office of Linda M. Hoffman, PC.
