That said, as the relevant provisions under the Third Amendment to the Shipping Law only came into effect in October 2025 and the contemplated implementing regulations have not yet been issued, it is possible that the implementing regulations may provide clar - ity on several issues, including the interpretation and application of the grandfathering provisions.
