Mark Kirkby is a partner in Sérvulo & Associados’ public law department and heads the firm’s projects department. He holds a master’s degree in law from the Faculty of Law of the

Francisca Mendes da Costa is a partner in the Sérvulo & Associados’ public law department. Francisca holds a refresher graduate qualification in water law from the Institute of

University of Lisbon and a law degree from the same institution. Mark also has a diploma from the AESE Business School, where he attended the advanced management in energy course – a programme aimed at top-level managers and executives working in the energy sector, developed in partnership with the Portuguese Energy Association. Mark served as an aide and chief of staff of the office of several ministerial cabinets from 1998 to 2004.

Political Legal Sciences at the Faculty of Law of the University of Lisbon (2013‒14) and a refresher graduate qualification in public procurement from the Faculty of Law of the University of Coimbra (2008). She is certified by the European Academy of Public Law (2010) and graduated in law from the Faculty of Law of the University of Coimbra in 2005.
