Lee & Ko was established in 1977 and has grown into one of South Korea’s premier law firms with approximately 900 professionals across 40 specialised practice groups, operating from of - fices in Seoul, Pangyo, Beijing, Hanoi, and Ho Chi Minh City. The firm’s technology, media and telecommunications (TMT) group, comprised of more than 100 lawyers and other professionals, combines regulatory expertise with practical industry knowledge in data protection, artificial

intelligence, and platform regulations, working closely with the firm’s intellectual property and corporate practices to provide comprehensive legal solutions. Recent work highlights include advising global companies on South Korea’s data privacy law and compliance with the new AI Framework Act, and representing global tech companies before the Personal Information Protection Commission.

Authors

Hwan Kyoung Ko is a partner in Lee & Ko’s TMT group and the tech and AI team leader. He specialises in telecommunications, broadcasting, IT, data privacy, digital finance, fintech, M&A, and legislative consulting. Mr Ko currently serves as a member of the Law and Institutions Subcommittee of the National Artificial Intelligence Council of Korea. He has also advised the Financial Services Commission and the Personal Information Protection Commission on amending the Credit Information Act and the Personal Information Protection Act, respectively. He also serves as vice-chairman of the Korea Personal Information Law Association and the Financial Information Society of Korea.

Hyunjun Kim is a partner in Lee & Ko’s TMT group and has specialised in technology, media and telecommunications, data privacy and cybersecurity, and M&A since 2006. He has

advised major Korean telecommunications providers and broadcasting companies on regulatory matters, including interconnection charges disputes and network operations. Mr Kim has notable expertise in the healthcare sector, advising Seoul National University Hospital and other major Korean hospitals on international healthcare services. He serves on the Personal Data De-identification Adequacy Evaluation Committee of the Ministry of Health and Welfare.
