Impact of Global Trade Developments Colombia was expected to adopt a new customs code – focused primarily on the sanctioning and enforce - ment framework – before 20 June 2026, in compliance with a Constitutional Court judgment which mandated Congress to replace the current regime. The reform seeks to modernise, simplify and elevate the customs framework to statutory level, introducing clearer defi - nitions of infractions, reducing the number of sanc - tionable conducts, and embedding principles such as proportionality, good faith and legal certainty. It also aims to strengthen anti-contraband controls while promoting voluntary compliance through mechanisms such as post-clearance audits and more balanced sanctioning rules (including fewer automatic seizures and no double penalties for the same conduct).
