Stephan D. Meyer is a partner at LEXR, leading the international blockchain practice. He is an internationally recognised expert in digital assets, blockchain infrastructure and fintech regulation. He has advised leading crypto and DeFi projects, as well as financial institutions, on large-scale tokenisation and digital securities structures for many years, and has authored a multiple award- winning dissertation on blockchain and securities law. As co-founder and former CLO of Obligate, Stephan co-developed a global DLT platform for electronic securities, giving him first-hand experience in scaling regulated technology products. He combines regulatory precision with entrepreneurial thinking and advises tech companies on navigating complex financial regulation.

Elisa Otto is an associate in LEXR’s FinReg team in Berlin, advising on fintech, blockchain and digital asset regulation. Before joining LEXR, she was part of the legal team at a German fintech specialising in the

tokenisation of securities, building the regulatory and corporate framework for digital asset products. Prior to that, she advised national and international clients on subsidies and state aid law in management consulting. Her current focus areas include regulatory structuring, digital asset compliance and the commercial contracts underlying fintech operations.

Christian Meisser is the founder and CEO of LEXR and a recognised authority on fintech and blockchain law in Europe. An entrepreneur and lawyer with over a decade of experience at the intersection of

Lars Fidan is a partner at LEXR based in Berlin, specialising in German and EU financial regulation with a particular focus on crypto-assets, MiCA and fintech licensing. Lars advises companies on commercial

technology and regulation, he regularly speaks and publishes on topics including crypto regulation, token classifications and digital finance. Christian has advised hundreds of tech and fintech companies on regulatory strategy, corporate structuring and market entry. He is a member of the Swiss Blockchain Federation and actively contributes to shaping future-oriented digital finance regulation.
